I have laid before The Earl of Clarendon your letter of the 31st ultimo, inclosing a copy of a despatch from the Governor of Hongkong, stating that the laxity of the Chinese Officials in not enforcing the regulations prohibiting merchant junks from carrying stink pots at Canton and in the Two Kwang, rendered it impracticable to carry out a similar prohibition at Hongkong.

And I am, in reply, to request that you will state to Earl Granville that it appears to Lord Clarendon that the negligence of the Chinese Officials does not afford any justification
